Using Thunderstorm and Anger skulls fixes this problem for me. Thunderstorm gets rid of the unnecessary and weak filler ranks while Anger makes them more aggressive and fast with their attacks. I get that using skulls is kind of a fake fix, but I prefer this flexibility rather than, for example, Halo 2's awful balancing where Normal is too easy and Heroic is like Legendary in other Halo games (let's not even talk about actual Legendary difficulty in that game) with no easy workaround

I think the reason that Bungie changed the Marathon symbol to the 7th column symbol in Reach is because by that point they knew they were leaving Microsoft, and wanted to hold onto the Marathon IP, so they made sure to differentiate the IP as much as possible.
